What

After I send out a pinned system message, it does not appear when I switch to a user that was supposed to receive it.

Why

The system message will only appear in the System messages area in the right pane after the user that is supposed to receive it has logged in. 
An example flow could be:

• Personal user logs into Pure
• Administrator creates a system message
• Administrator switches to the personal user, but does not see the message
• Personal user logs into Pure again and sees the message
• Administrator switches to the personal user and sees the message

Note: If you have enabled "Only send messages to users that have logged into Pure" under Administrator > System setting > Pure mail, then the user will never get massages created before their first login.
